in a foreign country with a very small Pakistani population.
That shouldn’t be a problem in UK, Canada and some areas of USA but I’m sure it should be hard in other western countries.
What is the usual method of socializing with Pakistanis? Find Pakistani restaurants or Maybe go to mosques?

Mosques, restaurants, Indian grocery stores, some salons which thread or do mehndi get lots of Paki action as well.

Hmm interesting I have friends very far affield and they live like hermits… but then agian I have other friends that are party animals too… I guess it doesn’t matter where they go. Even if I dropped a friend off in the middle of the Sahara he will either end up rolling out a Massala and counting Tasweeh or he will walk to the nearest dance club…

why not google a mosque or halal restaurant and then take it from there....

Stand and observe at desi grocery store. There is 99% of chance that whoever is buying 15+ lbs of meat is a Pakistani.
