Do you mean the one that shows up when people view your profile? Or the one that appears next to your posts?

Its usually “Edit Profile Picture” in your CP when using default setting of the vbulletin software. The link looks sometihng like this:

I suspect that it has been disabled

It must have been enable at some point in time, because I did manage to put a pic in my profile.

It was disabled some time ago, due to some security issue's.

I have just re-enabled the Profile picture option!
you can go to your profile and edit/remove or update the profile pictures again.
