Hmm, that is quite the dilemma. You could:
1) buy one
2) Point blank ask people if they'd like to be your friend (oh so cool).
3) Advertise in the newspaper
4) Or post friend-finding flyers.
On a more serious note.....strike up conversations with people, display respect, and invite people to hang out with you :)
