Who is going to monitor the monitoring body?
The point is, only sincere internal body can be trusted.
Making sincere internal body means working on all fronts.
Education cannot be ignored but not the only solution.
Self reliance on security, finances, political structure and judiciary,...........along with education of people (not just academic educstion but awareness and promotion of patriotism and future of country) is required for fair elections.
Everytime martial law comes, judiciary, political process and self reliance of local brains gets behind.
Martial law has to become thing of past.
