These are bunions (in the second case at least for sure) and it's a very painful condition, where the bone or tissue at this joint becomes enlarged and the alignment of the big toe is affected. Bunions cannot be reversed and surgery is necessary for correction but it is also very painful so not always an option.
If you're seeing signs that you're developing bunions, I'd get it addressed asap. Maybe you need to change the type of footware you wear, or require orthotics. A podiatrist should be able to determine what you need.
