Honestly, I think it all really depends on how conservative your family is and if its something they wouldn't mind then go for it! If you guys decide that maybe it isn't a good idea then just use the hookahs as decor! Theres nothing wrong with the decor, it will add an arabian /antique theme to your mehndi. I really wanted to have shishas going at my wedding, but I'm having it in a hall in Toronto which I don't think will allow inside smoking..so that idea is out. :( But as for the decor, go for it!
How many will you be setting up? Will you be buying them or renting?? Let me know, so I can get some hints for my mehndi as well! :)

hey Stardust09...I would so love to have sheeshas around only as a decoration (even if people don't have them) but my mom my grandma and all the old ladies here in pakistan would surely throw a fit at this :P so I can't :(
