Does his diet has fiber? If not include fiber rich food in his diet.

is your kid lactose intolerant? ... if yes ... soln is simple. if not then ....
cut out constipating foods.
cut milk down to two cups per day.
water ... this is the biggest culprit. most toddlers dont take in enough water. kids around two need approx 40-45 oz water/day ... off that milk should be no more then two cups and fruit juice no more then 6oz. Rest should come from things like soups/broths, fruits with high water content (like watermelon).
fiber rich foods like broccoli, spinach, whole grains. fiber alone isnt enough ... it needs to be used in conjunction with adequate hydration.
active culture yogurt
prunes and its juice, pears and apples with skin on
belly massage
dont go too many days without a poop ... the poop gets harder and more painful for the kid to push out.
if already sevrely constipated you like need pediatric glycerin suppositories, or enema .... use it in consultation with your pediatrician plz. once past the episode of severe constipation ... implement all of the above. its really hard but watching a toddler cry n push and cry more miserably is worse.

Drink plenty of water to avoid constipation; I think she/he needs to eat vegetables and fruits. Leafy greens can help us to have a good metabolism. You can also give her a food that is rich in fiber.
