So lately I have been thinking about creating a thread just for photographers/sharing photography skills and stuff but I don't know where to post it. What would be considered a forum to discuss hobbies? If not, why don't we have one?

in my opinion, paklink is not good choice to learn photography skills/enhancement.

i know couple of good forums. check your PM.
