Who introduced it? Some people say it was introduced by Liaquat Ali Khan for faciliating migrants from UP, etc. Some say that it was first introduced by Bhutto?
So who originally started it? What were the ground realities of those time? I mean were there less representation of a particular group that made politicians to exploit the situation?

on a similiar topic somewhere else , when I posted the earlier link to the document , I was told its deleted , so I googled and ended here .... then I checked my backup ...and found it intact ..so for the record posted it again here..
