we have no dearth of popular laws.. it just doesn’t get implemented.. people are more interested in poor Christians supposedly writing something on mosque walls than to rat out ‘honor killers’.
Who else it can be other than Opposition, They staged walkout as usual, (not for this bill though, they are protesting against president keeping both offices).
**NA adopts bill against Karokari, honour killings **
ISLAMABAD: In the absence of opposition, the National Assembly on Saturday passed the Civil (Amendment) Act 2004 bill for the elimination of karokari and honour killings from the country.
Law Minister Wasi Zafar tabled the bill in the House, subsequent to the adoption of a motion by Parliamentary Affairs Minister Dr. Sher Afgan Niazi for the suspension of the rules on a private members day.
The bill introduced amendments in the Pakistan Penal Code 1860 and Civil Conduct 1896.
Treasury members Zahid Hamid, Attiya Inayatullah, M P Bhindara and Imtiaz Rafi also proposed some amendments in the bill that were adopted by the House unopposed.
According to the bill, the persons found guilty of killing anyone in the name of honour or karokari will be sentenced 25 years in prison and no woman accused of karokari will be given in marriage as a reconciliatory measure. And, anyone found violating the law would be awarded rigorous imprisonment that could be for a period of 10 years at maximum.
The bill further suggests the imprisonment sentence given to an honour crime convict will not be less than seven years.
Only a SP (Superintendent of Police) rank police officer will carry out the investigations in blasphemy cases.
Also, an SP rank officer will be entrusted to probe charges against a woman accused of adultery and the accused woman can not be arrested by police without acquiring a judicial order in this regard.
Besides, the adopted bill said provincial government would have no authority either to cancel or put aside the sentences given to those found involved in karakari and honour crimes.
However, the sentence for those murdering people in the name of karakari and honour will be awarded 25 years imprisonment but there will be no death penalty for them.
It is time now to rid us from Hadood ordinance as well. This law has been abused with no fear of Allah. Hundreds of Pakistanis have been incarcerated on false charges. Lower courts are afraid of Mullahs so they never dare acquit the accused. Poor Pakistanis then languish in jails until the cases finally crawl into high courts. High judges have a bit more spine and they have so far acquitted every single person accused of blasphemy.
I am heart broken as Pakistani-majority community member, that we have utterly failed to protect our minority members like Hindus, Sikhs, Christians, Shias, and Ahmadis. When I see one my friends from these communities, I shudder with the thought that who will be next. May Allah keep them safe. Ameen!
It is time to send thankyou email messages to minister Zafar. Politely remind him to work on repealing hadood as well.
Eventhough its a good initiative, the problem wil still stay. The problem is mostly in small villages where most of these things dont even get reported.
But still, a good step and may be it will bring in some change.
Good news. This is a move in the right direction. Hopefully the Hudood laws can be repealed some day... I pray for the day when a man and woman will be treated as equals in Pakistan.
