due to the heavy volume of traffic between the two countries, the US Immigration Depaartment has set up it’s office at the airport. they process passengers in Toronto so when they arrive at their destinations in the US, they walk away as a local traveler…this saves time at the destination and less crowding at the airports. some small airports in The US where flights from Toronto arrive do NOT have Immigration facilities because they are purely domestic airports.
