Washington: Naxalite movements in India are gaining popularity, as a large faction of the country’s poverty-stricken population has begun approaching the communist groups rather than government officials to redress their grievances, said a former Indian government official.
V Balachandran, former special secretary to the cabinet secretariat, told the annual conference of the National Advisory Council on South Asian Affairs on Thursday that the 165 active Naxalite movements posed the greatest menace to India. He dismissed as “so much hype” the assertion that India would become a global economic power by 2015, pointing out that poverty was on the rise and there was so much unemployment and such lack of hope in rural areas of the country that farmers’ suicides were running into hundreds in some states.
He said that the population of Bombay was 10.5 million, of which 250,000 slept on the city’s footpaths, not because they were beggars but because they simply had no other place to sleep. Sixty percent of the megapolis’ population lived in shantytowns. Most of the dispossessed were made up of seasonal labourers, who came to the big city from the countryside and other places where there was little chance of earning a living.
The former civil servant said that according to one survey, 42 percent of rural credit came from professional moneylenders who were known for being exploitative. Turing to India’s “Silicon Valley”, Banglore, he stated that 9.2 percent of all crime committed in India was committed in Banglore.
