It's a direct order from God, so yes, it is compulsry.
The punishment is with God, so He alone knows what it is :)

NO, its NOT compulsory. There is NO punishment prescribed in the Quran or Ahadeeth for Not donning the Hijab. According to historians, todays form of Hijab was not practiced by Muslims till they interacted with Byzantiums i.e., two-three hundred years after the death of the Prophet. According to Byzantium culture, the aristrocratic/elite families had their women covered as a sign of superior status.
Quranic Ayath quoted in support talks primarily of decency and is addressing both men and women.
