Can the government be forgiven for this? Also, what were the reasons for the power cuts in the 1990s?

of course the power outages have absolutely nothing to do with the fact that hardly a mega watt of electricity has been added to the National Grid since 2000. All that non sense is propagated by foreign funded opposition members.
