This in particular is an Indian train, but Pakistani trains have a similar scenario.

However, this seems to be a procession of some sort. Normally, there is crowding only on the passenger bogies, not on th engine.

AKIF..is right, this is an indian train..in pakistan I haven't seen anything close to this...
