Even though I believe there is such law but it is unclear and discretionary . I think to save beloved name and personality of Prophet (SAW) from getting maligned and abused, Pakistan government should bring clear and mandatory law as soon as possible that anyone accusing someone of blasphemy can only accuse if they have concrete proof and undisputable evidences (that is, 4 eye witnesses of reputable standing who have no vested interest against accused). If accuser/s could not bring proof and required 4 witnesses, then accuser/s should be charged (mandatorily) of blasphemy and should get maximum punishment (death sentence) for blasphemy according to Pakistani law.
The idea of 4 eye-witnesses of reputable standing is making alot of sense to me. But on the flip side, the same ruling can save a real blasphemer from penalty.
