How should i get the border made? You need to get a black jamawar ka kapra and get the embroidery done on it.
How much of the fabric will be enough? you can ask your tailor regarding that
Any idea how much it will cost me if i get it made from a karigar from liberty? Not sure regarding tht

Use Jamawar for the flair and jamdani material for shirt. Try using velvet for the black applic as it will look exceptionally well with the look. Use red and silver satin for the lower borders and a jamawar material for the last edging. If you want to save a bit, you can also use nice laces for the lower (red/silver) two borders.
Normally 6 yards is good enough for such design. Your tailor can guide you better though depending on your overall measurements.
