"gandhi ji ke teen bandarr" is what they use to call them in india .. BURA NA SUNO, BURA NA BOLO, BURA NA KAHO ... these were the three NEIYAM (or RULES or pillars etc) of this theory of human interaction among themselves...

they are located everywhere almost in india .. Utter Pardesh specially has majority of them .. but any other major-hindu living areas contain them as well .. basically "GANDHI KE TEEN BANDAR"/"USOOL" ek symbol hain gandhi ji ki teachings ka .. iss liyay ye wali jo pic hay, ye kisee bhee sarkari building ke bahir ke decoration, ya library kay aaspaas waghaira jesi jagaahon par mill sakti hay..
