The reason for the question was two fold:
a: Is it only reserved for muslims or can it be like Hazrat Pope?
b: I would like to call Madhanee Hazrat sahib.

its also used as a mark of disrepect since nobody calls each other khatoon or hazrat anymore......so when u say "hazrat yah khatoon nai phir yeh kia".........u r making fun of them.

^To me, khatoon always comes out sounding and looking cartoon, I don't know why.
