That reading is not accurate … No one can look at something and judge what it is going to be like - unless they have a “similar” thing to compare it with … And this applies to humans who have heaps of intuition … Now we are talking about angels here …
Also you are ignoring the response given to the angel by Allah (SWT) “I know that which you do not know” … and prior to the angels seeing the form of Adam (AS) they had never before seen a “human” … merely something that resembled us they would be unable to make such an assessment of the human being - flawed as it was …
In terms of invoking their own example - they said this because according to their understanding (at the time) it seemed reasonable for an angel to be in that position, because they are innocent and praising all the time …
Your final conclusion is also false - because it necessitates that chimps are also subject to law, good and bad, judgement, sentence and hence will go to hell or heaven too … it is because you are drawing a similarity with them and humans so much so that you are binding them to a moral framework that in any reasonable sense cannot be applied to them … they are animals - we are only physically ‘animal’ …
