I think it is. I once read about this doctor's journal or medical experiments back in, oh I don't know, couple of centuries ago in which he accounts his experience of operating on a patient with open brain, while the patient was awake but sedated by drugs, and how when the doctor would probe a certain part of the brain with a surgical instrument, the arm of the patient will move without any conscious efforts on patient's part. However, I don't remember how credible the source of this info was (I even suspect I read it in my Psychology book, but am not sure at all).
