Difference between Fazullullah and Hafeez Saeed is that Fazullullah, who is a Pakistani national, and his organization openly admit to the crime. Hafeez Saeed, not an Indian national, denies any involvement, hence the crime needs to be proven. Its ridiculous for anyone to believe that Pakistan should simply hand over a Pakistani national to India based on nothing. Indians would never hand over an Indian national to Pakistan even with evidence, so why would the Pakistanis. Asking for evidence is not an unreasonable request.
