everybody seems confused
my answer is according to Sunni belief from Imam Abu Hanifa
it is a religious limit to do two aqeqas for son and one for girl
Arabs used to celebrate sons birth while no happines on girls birth
but Prophet(peace be upon him) changed it
but he didn't stop them celebrating the birth of a son but also brought a positive change by bringing at least one aqeqa for daughter
now you might ask why two women wittnesses are equal to one male wittness?
