That is because muslims are a lot better off than muslims in Pakistan. In INdia muslims have special laws..simply because they are muslims. So you are right, India is far from being a secular country until we get rid of these stupid laws.

India gives subsidies to all Haj pilgrims. There is a Haj Committee which is under the Indian govt. Haj subsidy indeed began in the early 70's after the oil crisis . Haj subsidy was introduced so as to provide a temporary cushion against sudden increase in the Haj fare. The Haj charter fare was fixed first, to the best of my recollection, at Rs.6,000, then raised to Rs.8,000, then to Rs.12,000, where it has remained static for the last two decades or more.
It is much cheaper to Haj from India than Pakistan.
It is true that India gives subsidies for Hajj fares. I myslef talked to an Indian brother Muslim during Hajj. He told me about this facility.
Ministry of Religious Affairs in Pakistan needs a complete overhaul.

www.satribune.com has carried in its end May 2004 issue an article on PIA in which it claims that it has in its possession documents which allegedly show that Chairman PIA approved award of some PIA cabin crew shoes to a show company Firhaj Footwear a dealer of “Hush Puppies” which, according to satribune.com has a permanent contract with Chairman’s own personal Pakistan’s second biggest shoe giant.. While issuing the specifications it was allegedly stated that shoes should be of Hush Puppies standard. The satribune.com alleges that this practically meant that for next round of negotiation of purchases only Hush Puppies could compete as they were seat as the standards. The order or award is of huge amount.
Long years back when there was no Accountability Bureaus or Ehtisab Bureaus etc a government department floated a tender advertised as usual in the press inviting quotations for different items and against one item “Brand/Commercial name” of a product was mentioned. A contractor took it up as complaint with Federal Ombudsman who observed that by mentioning the product/brand/commercial name in fact only the owner/manufacturer can compete. He remarked it unfair practice and directed future tenders would not give such specifications or brand names which only one particular party could meet.
But not only gone are the days now but also who cares for decisions, orders, policies and who is afraid of from Ombudsman system today.
