i think he is not criminal as far as pakistan law is concerned. Under his leadership jamaat Dawa has done a great job for the uplift and rehabilitation of earth quake effectees.
he was leader of former lashkre taiba that was a major mujahid force in jihad kashmir . now pakistan stop ne kind of support to the jihadee forces one of the fall out is that the water level in river chenab and jehlum decreasing day by day. as india has built dams on the rivers (chenab and jehlum) and still building other dams on the rivers that flow towards pak that is hurting pakistan agriculture and in future cud make most of arable land barren.
as india is not taking interest in case of colonel shankir parohit who is accused in samjhoota express incident even the officer who apprehended that colonel got killed mysteriously in mumbai.
i think there is no need to take ne action against on the demands of Indian govt. as india has itself supported tamil tigers and BLA separation movement.
So what you are basically saying that it is OK to give a safe haven to criminals as long as these criminals plan their activities against India...
