Here’s the Hadith.
The miracles and feats spoken of by the Prophet (peace & blessings be upon him) and John, the writer of the Book of Revelations, are further clarified by the Hadith narrated by Hadhrat Huzaifah radiyallahu anhu:
‘Dajjal will be blind in the right eye. He will have thick hair on his body and he will also have Paradise and Hell with him. Though his Paradise will appear as Jannah, in reality it will be Hell, and likewise, though his Hell will appear like Jahannnam, in reality it will be Paradise.’

Based on what I’ve read, my guess is that it means that he will threaten to throw into hell those who don’t believe he is God (Astagfirullah)…but that in actuality it will be paradise. So those who jump into “hell” or are thrown into it…will find that it’s not hell at all. If I’m wrong in the interpretation, then someone please correct me.

Or it could mean a lifestyle. If Dajjal is actually a system, then those of us living in the West, may seem outwardly to be living a paradise life (clean water, green gas, backyards, etc), but life is hard (being muslim is more challenging, a lot of distractions in life, everyone engrossed in their iphone, and capitalistic greed, etc causing the soul to be neglected → we aren’t ever fully at peace with ourselves, so in that sense, we are always in a living hell).
Whereas life in the East looks awfully uncomfortable, but a muslim in a village is probably more at peace despite not having running water, etc. He gets to pray 5x per day, meditate on God, meditate for the peace of his mind. Lives a minimalist life.
I don’t know, maybe that’s an over-reach though. Life is very difficult in Pakistan for example, for the poor man, it’s no hidden Heaven.

Dajjal is an actual person based on my understanding of what I’ve read. But he can also have a system and it makes sense for him to have a system. He’s gonna have a mass following when he emerges. In order to get such a fan following, he’s gonna need a system that helps lure people to him. A propaganda system. Like a PR system that celebrities have.

That particular hadith relates to the time of appearance of dajjal the false messiah, and specifically those that follow him. They will receive benefits to their worldly life as a result of following the dajjal. The believers will lose benefits:
“…We said: Allah’s Messenger, how quickly would he walk upon the earth? Thereupon he said: Like cloud driven by the wind. He would come to the people and invite them (to a wrong religion) and they would affirm their faith in him and respond to him.”
“He would then give command to the sky and there would be rainfall upon the earth and it would grow crops. Then in the evening, their posturing animals would come to them with their humps very high and their udders full of milk and their flanks stretched. He would then come to another people and invite them. But they would reject him and he would go away from them and there would be drought for them and nothing would be lef t with them in the form of wealth. He would then walk through the waste, land and say to it: Bring forth your treasures, and the treasures would come out and collect (themselves) before him like the swarm of bees…” (Muslim)
It is a Prophecy of RasoolAllah SallAllahu Alaihi wa Ahlihi wa Sallam and as such it will happen but the specifics are unknown about how and when it will occur
Another part of the same Hadith in Sahih Muslim with regards to dajjal, we are informed by RasoolAllah SallAllahu Alaihi wa Ahlihi wa Sallam :
“… I harbour fear in regard to you in so many other things besides the Dajjal…”
As for the concept of paradise and a more constricted life on earth, it already exists In Islam. There is the separate hadith of Sahih Muslim
“The world is a prison-house for a believer and paradise for a non-believer”
So what is termed as the dajjalic system is covered by the above hadith. Where as the hadith that you are refering to is thought to be specifically for the time when dajjal appears

Dajjal’s hell is, i.e. a country ripe with sanctions.
Dajjal’s heaven is, i.e. a puppet with many toys.
