I think your own system is infected and he is getting all this information through your emails. So you can do following few things.
Stop using your own computer. Use some other computer to change your passwords for all the emails you have.
Disconnect your system from Internet and scan it for any spyware. I'll recommend a fresh installation of windows.
Stop using any 3rd party sites to access your emails.
Stop sharing any personal information over Internet and use direct phone calls for that.
Inform police if it is getting out of control.
Reject all his demands. He is just a computer geek trying to play with people's lives sitting behind his computer.
Keep us posted with his moves so we can guide you with the right actions.

this is pure BC…
just format your laptop/pc and stop using all the previous IDs.. now you need to trust your family on this and tell them everything… there is a Cyber Crime unit in FIA now, which can deal with it very easily. just report to FIA in your city and let them handle it. dont try to be smart by CHECKING his APPROACH… he could be dangerous… you are already acting like a chipkali, how will you handle his approach, if he make any move.
and I am wondering how can someone block internet of another guy in another country… looks like pretty much star wars episode to me…
