Do a haar for the groom, and boutonieres for the barati men. Do wrist corsages/bracelet for the barati ladies. No barati man is going to sit around wearing a haar throughout the wedding. As for gajras in the hair, I doubt any lady with her hair done up is going to immediately stick a gajra in it, but they will wear a wrist corsage.
Men's boutonieres are fairly inexpensive...as little as $5 each depending on the flower used. The haar can be made at home, but use store bought flowers. There are too many bugs in home flowers.
