actually, your scalp produces a lot of oil, unless washed that oil stays there, so maybe your teacher is not washing his head much.
on the other hand some people like shiny tinds and then they put shiny moisturizer on the tind.

Some people suffer from dry scalp that is why they will use a moisturizer on it to save it from itching. You do not want your teacher to keep his scratching his tind instead of using his hands to explain difficult concepts on the board.

I once saw a family friend’s son in Pakistan, sitting in the backyard, listening to music with his eyes closed and there was milk dripping down his forehead… Upon further examination, I realised that he had yoghurt on his tind 
is this a home remedy for growing hair faster or for a shiny tind?

I think they shave daily, and it just naturally shines
