No, you only see it if a warning has been issued to you. If not you dont see it.
And admins can see it for all members, moderators can see it only the forum they moderate (in case they want to issue a warning).

Well, once you (anyone in gereral) do something against the rules and forum policies, then they can be given a warning by mods/admins. Since it is hard to keep track of all the warnings issued, thats why this automatic system was implemented to make the job easier.
