Depends how u define "better". I remember in 1995, when i used to go there, it had a deserted look like most of Islamabad, even though the market was fine. you could have catch a glimpse of celeberities who lived around that area, like Adnan Sami, Ghazala Kaifi or occasionally Abida Perveen. In my recent trip, I found the space crowded with folks, i.e. the stuff my camera loves. Lot of fine places to dine and great fun for those who wanna eat in the open, like me.
