Yeah its a tradition in Pakistan, but its most common in gaon in Sindh area. Punjabis just stick to put "shafqat bhara haath" on the head of the ladies.

Older women do it to their younger relatives, in a few rural areas, in Pakistan. It is permissible, in Islam, depending on how you are related to the other person.
