it happens to me too, I just wait and watch the streaming indicator go up, If u have a fast connection U’ll soon see the actual picture. just remember the coverage outside USA is not that good. so some part if zoomed in will be degraded. like sydney for eg. part of sydney is crap while part is detailed. again got nothing to do with ur graphics card.
A good graphics card is required for 3D buildings like those seen below
