No I wouldn't and wouldn't have to. Since there is no tight-knit cooperation between FBI and Russians/Chiness for accomplishing something inside the USA, any Russian or Chinese caught with such material will likely be a spy.

But in Pakistan, since ISI and CIA are working together against common enemies called terrorists, just because a CIA guy has senesitive info does not as easily flow through to espionage against Pakistan

In an usual circumstance, I would buy it. But, in this case the Pakistani security apparatus is denying of having any knowledge about Raymond Davis and was caught completely off guard by the ISI/MI/IB(this opinion is based on public news articles and my personal contacts). And, IMHO that's where the problem arises. CIA working behind the backs of a major non Nato ally (MNNA) country's consent. The only country in the world who has suffered so much in terms of human lives and financial costs; and the Americans still roaming around in the the Land of Pure with complete dis-regard for local laws(carrying guns and fake tags on their cars). I'm sure this sort of behavior would be completely unacceptable to the U.S. government if it were to happen in the U.S.
