Well, it may help if you tell us your real reason for leaving, first.
well my real reason for leaving is that I dont feel I can progress in my current job because of racial discrimination. There is not enough variety of work and there is no scope for career progression

A very valid reason would be that "I want to leave that s***hole of a place called slough"
However if you are staying in that dump, you can say- "I have learnt as much as I could from my current company and now want to work for a company where I feel I can stay for a very long time and fulfill my potential"

And why don“t you quote just that in your application?
The race card is two bladed.
a) It is powerful, in today's PC world.
b) Companies may look at that and think "What if he's underperforming at his current job, refuses to acknowledge it and blames his race instead"?
You may scoff at it, but when I finished my internship at this company 2 years ago, I was assigned to a certain manager for my first full-time role. Another friend of mine (an indian) had been an intern under this manager, had nothing good to say about him and actually said that the manager was clearly racist against desi people and that I would have a tought time working with him.
My experience of the guy, needless to say, was completely different.
