After " governor raj" Mian Nawaz Sharif announced that punjab govt will be run by party workers. Prior to this Govt was being run within strict merit policy guidlines, hence all hardworking officers were pledging their efforts under leadership of Mr. Javaid Mahmood CS of Punjab who revolutionised the delivery of govt machinery to the public. But when PML-N happened to fall temporarily as a result of court verdict, the lower political formations of PML-N succeeded to blackmail their senior one on the question of moblising people to street for “long march”. As a result Mian Shahbaz Sharif was forced to acquir flexibility. Now all departmental heads of govt has to bow before the liking and disliking of District & local govt party personals (MPAs). Now most of the officers who were brought after assessing their long service records in March-April 2008 following inception of PML-N provincial govt after 18 Feb 2008 election, have been put to the corners. They were put in places to establish good governance examining their track records removing " reportedly corrupt" officers. But unfortunately with the policy of “running govt by party workers” resulted into "restoration of all such "reported corrupt " officers.
To facilitate these MPAs, normal process has been by passed. Any MPA if wishes, visits the department head and get removal / transfer order of any executive officer without recording reason or considering tenure. Most of the position being filled by very junior officer or by officers of unqualifying officers. This has created a sense of unprotectiveness in officers, they prefer to remain OSD.
