They had to unveil it before the 28th hearing. They had announced to do it on 16th but the huge document takes time.
Like IK said, the purpose is to point out flaws in system. No request for re-election or any change in results. Just a root cause analysis. What is wrong with it whether its before by election or after?

bhaijan, agar koi result change kerana hota tu iw dould have been easier to mention and frankly would have made more sense. PTI has shown that despite misgivings, they want electoral process to reform and not stop (case in point TuQ march, presidential elections, bye elections)

Annexure with the PTI white paper on rigging, page 505 - 548, lots of male/female polling agents affidavits regarding dhandli. published with this white paper with their ID card copies, and mobile numbers for public to abuse. should have been edited/masked the ID card number and mobile number at least.
