strobe cream is more like a shimmer for the whole face to give a dewy look. a poster above did say that it won't give the kind of effect in the photo you posted! perhaps try putting it on top of your foundation, only on the cheekbones.
really, the cheapest way (and I find, most effective) is to use a fine non-glittery pearly eyeshadow (like the first or second shade in the naked palette, various similar MAC shades) and once your makeup is done, apply the eyeshadow on the areas you want to highlight. i have oily skin, so i do NOT want to shimmer everywhere and using something like one of the shimmery MAC MSFs is just over the top for me.

NYX has some pearly pigments that are ah-mazingggggg for highlighting as well!!!

I just bought couple of msf from MACs heavenly collection...love them...i also got soft and gentle....another nice one is glitterati and goddess from victoria secret...they are nice bronzers...
I agree with people before me that the rest of the face is pretty matte and the glow is only on the cheeks.
I have found the most amazing highlighting powder and I don't think ill ever be without it! Its a must have if you want that exact same dewey look on your cheek bones and the rest of the face because its the most fine particles so you don't have chunky glitter or shimmer on your face but that glow and nice sheen. Its the Dior Highlighting powder in amber rose. I like this one better than the pinky one but it depends on the type of glow you want.
You guys need to try it...you'll fall in love with it!
