jaffs business lunches happen all the time and if you are on job or your manager is a lady what will you do?. But sometimes things happen. Usually its group lunches but once in a blue moon its one to one meeting lunch,one has to go. It is Not fine if someone is going for socializing in the evening or in the afternoon, than its a problem.

As far as I know managers aren’t considered COworkers since they’re one step above. That’s a different story. I’m speaking for the majority of occasions.
