No, it's a ridiculous statement. If you treat someone like a baby they will continue to act like a baby and vice versa.

Girls mature physically if that's what you mean. I think that's what most old ladies meant. Once a girl starts to menstruate they start looking for Rishtas. Guys on the other hand chillax until they're 30 to get married :D

I've also observed that people behave in accordance to how you treat them. If you instill responsibility and expect children to behave in an age appropriate manner, they mature accordingly. However, if you baby someone until age 21 and don't expect any responsibility from them, you shouldn't be surprised if they behave immaturely. I've noticed that this is true for both boys and girls. Of course, there may be exceptions but it's what I've generally observed.
