ATCs were established in response to terrorism and have a big mandate. They were ‘designed’ to provide quicker resolution to cases related to terrorism and speedy trials.
However, they are now only used for political purposes now. I suspect it was easier for military to find a ‘cooperating’ judge in Gilgit.
