An Amulet in the form of a little Koran that was on a necklace and a Koran with a Peacock feather were the gifts I gave my little sister.
A scarf would also be very appropriate. But also perhaps as an incentive to learn more a translated copy sounds like a really good idea.

Chances are that she will already receive Qur'an and translation - so find out first - no point in giving her something that everyone is going to give her.
I would consider giving her an Audio CD set of a Qur'an recitation (to help develop a love for the sound of the Book that is Read Aloud)
and may be a portable disc player to listen to the set ...
Al in all it could set you back around £70 - £100 (If in UK)

gold ring or Allah pendant.....
Quran with an engraved plate that shows her name and the date of the celebration.....this will trump all the other copies that she will receive.....
