Why did Giants leave Jessie Armstead unprotected for expansion draft?

I think they put him on there just 2 put a name in other words Houston in very unlikely to pick up armstead at his current contract price so they will more then likely just pass on him so in the end the Giants get to keep Armstead and not risk the chance of losing a young prospect by putting Armstead on the list.

Yes they are probably facing some salary cap issues.But by putting him on the list and we know Houston won't pick him up at that price like i said they save a young player with potential and now instead of getting nothing they(giants)save some young talent and can now trade Armstead and get something for him.
