geographical division of a city

Guys i really need help with this, like pretty soon and my googling skills have left me emptyhanded. I have even called various agencies in town and no one seems to have an answer.

I need to divide a certain city in equal geographical regions and then divide those regions into city blocks and randomly choose X number of city blocks. What is the best way to divide a city? FYI, the larger the number of regions, the better (like 2 or 4 wont be very helpful). Any ideas?

Not sure what you mean....but will give a try. If you look at a city like New York, there is a financial district - downtown wall street. Business district along Park Ave midtown. Shopping district - upscale is Park Ave uptown. Downscale shopping areas interspersed. Artsy district - greenwich village. Ethnic districts - Little Italy, Chinatown, Little India. Residential districts interspersed. Theatre district.

british postcode system divides each city into roughly equal population areas. usually the central business district is 1 eg for manchester the cbd would be M1. then working in a clockwise direction the other areas around are donated a postcode m2-however many required.
