Israel wants to deal only with the PLO as the representatives of the Palestinians because the PLO, under the 1992 Oslo accords, recognises Israel’s right to exist and renounced the use of violence against Israel. The Oslo accords committed to a final end to armed struggle in exchange for a diplomatic settlement.
A PLO/Hamas unity government includes parties that do not agree to either of these conditions, it it effectively undoes the Oslo agreement.
Of course, Oslo is already dead in the water since settlement expansion was not supposed to happen under it.
