I thought it was basically because the arabs, jordan in this case, didn’t want to face israeli reprisals for allow palestinians who launched attacks against israel and its citizens. I remember reading how IDF blew up planes in Lebanon in response to some Fatah attacks in the sixties. I am sure that there were more instances of it.
