BHCBA seminar calls for provincial control of natural resources

QUETTA: Speakers at a seminar on Saturday demanded of the federal government to grant powers to the provinces for utilisation of their natural resources so that the sense of deprivation prevailing among the smaller provinces, particularly Balochistan, could be removed.

The seminar was organised by the Balochistan High Court Bar Association (BHCBA) and attended by people belonging to different walks of life. The speakers observed that Pakistan was a multi-nationality state and it should be run on the basis of equal involvement of all the nationalities. They regretted that a sense of deprivation had prevailed among the smaller provinces just because of lack of respect to the Constitution and federal laws.

They were of the view that the Constitution should be amended to transfer control of mineral, natural and sea resources to the provinces. They said the royalty of the gas produced in the province is its right. They demanded provision of the gas facility to the people of the province first.

They also demanded to constitute a high-powered commission, comprising representatives of the Federation, province and political parties for the protection of the oil and gas and sea resources projects as well as for the solution of the long-standing problems.

The speakers said it is unfair to launch operation in any part of the province, adding that the government should refrain from such a move, as it would create hatred among the people of the concerned areas.

They stressed the need for making a new social contract among all the nationalities living in this country so that all of them could get the rights on an equal basis.

Central Secretary-General of the Balochistan National Party (BNP) Habib Jalib Baloch said it has become inevitable to reach a new social contract under which a province should be authorised to utilise its resources. He alleged that the resources of the province are being “looted” in the name of the development of the country.

The central leader of PKMAP, MPA Abdul Rahim Ziaratwal said Pakistan is confronting numerous internal and external challenges. Since the inception of the country, the federating units have been denied of their due rights, he said. He said the nationalities were not given their rights. He added every nationality and the province should be given full right to exploit resources and their use within its territory.

Provincial President of Awami National Party (ANP) Arbab Abdul Zahir Kasi said that Pakistan was facing immense problems due to the “wrong” policies of the rulers. “This is why every citizen thinks as to what will be the future of the country,” he maintained.

Eminent lawyer and former vice-chairperson of HRCP Tahir Muhammad Khan said a true democracy, independent and autonomous election commission and free judiciary is the basic need for the country and there should be an alliance of all the political parties to achieve this goal.

He was of the view that until and unless the powers regarding the mineral resources are transferred to the provinces, they would not prosper and the sense of deprivation among the masses of the provinces would not be removed.

i agree that provinces should profit from their natural resources... and i am not talking about royalties..

i am talking about actually from the product..

the costs involved with exploration for minerals should be charged to the provinces as well... for why should the investment costs be borne by feds and profit by locals.

until the costs of the exploration investment are paid to feds.. no profit is to be made by the province..

then it is up to the province to sell its product to other interested parties..

but heck.. that could lead to province vs province controversy

the only solution is full privitisation, with the local tribes as shareholders in the company..

Pakistan recognising Israel? Well I heard it all now! :hehe:

the only reason pakistan didn't do deals with Israel was the fear of incurring the "wrath of the arab cousins". now that they found out the arabs don't think themselves as cousins, atleast opening something with Israel gives pakistan one more small brownie point in D.C.

actually I think it will be a good progressive step.

I think pakistan has an opportunity to become a kind of 'counsellor' to many muslim nations in the middle east - particularly as long as musharaf is around. I do not see any other islamic nation leader with the character and charisma as musharaf. I am a strident critic of his policies within pakistan and some of his actions but he is, in my opinion, a allah-sent unique opportunity for the islamic nations.

under him, pakistan has been able to shake hands with the US, China, Russia and hopefully soon with India and Israel. I look forward to that day when he and pakistanis can give up empty posturing, onec and for all eliminate the islamist extremists and join the mainstream. and that will open up the doors for peace in middle east, and in India.

the nukes can earn some respect for pakistan from these islamic countries, as long as no further 'deals' are made to export such weapons or know-how

Leghari demands due NFC award share for Balochistan

QUETTA: Chief of Millat Party Sardar Farooq Ahmed Khan Leghari has strongly condemned the release on parole of those prisoners, who were awarded sentences by the accountability courts.

Addressing a news conference here on Sunday, Leghari said: “We have suggested the government from the day first that the accountability process should be carried out without any discrimination.”

Referring to the Sui gas royalty issue, Farooq Leghari said that it was a long standing issue and suggested that the government should resolve it by holding talks with the tribal heads, including Nawab Akbar Khan Bugti. It is the only solution of the issue to resolve it by holding dialogues, he added. He said that Balochistan should be given its due share, which had been allocated in the National Finance Commission (NFC) award and observed that this would also help remove backwardness from the province.

The chief of Millat Party also said that the poverty was high in Balochistan as compared to other parts of the country. Lack of rains and long dry spell in the province had assumed an alarming situation in the province, he regretted. He said that jobs should be provided to the local people of the province in Frontier Corps (FC) so that the rate of unemployment in the province could be reduced.

Replying to a question about depleting under ground water reservoirs, Farooq Leghari said that maxim check dams should be constructed in the province so that the under ground water level could be recharged. The government should take necessary measures for the rehabilitation of the drought-affected people in the province, he added.
