Gangs of birds have been stealing hats from members of the public, in the local area. They distract the attention of their victims by appearing to eat from the victim's hands. The victim is then unaware of other gang members who sneek up from behind and steal the victim's hats and other personal belongings.
A reward is available for information leading to the arrest of these feathered criminals.

REUTERS (New York), "Sucide Pigeon Strikes Central Park".
This picture was taken moments before a suicide pigeon blew himself up in protest at worsening conditions for birds in Central Park. The pigeon, whose name has not yet been released by the NYPD, is believed to have been drawing attention to the plight of many pigeons who are now facing starvation due to a decline in tourists and other visitors to the famous park. The smaller number of people in Central Park has resulted in less feeding of the park's pigeons.
Eye-witnesses at the park, describe a relativly happy scene until one pigeon rushed towards a man feeding local birds, shouting, "You can take our bird seed, but you'll never take our freedom!", before detonating about 5oz of high explosives straped to his chest. Feathers and other debris appear to have been thrown as far as 3 feet from the scene of the explosion.
Central Park authorities declined to comment except to say that they will now be posting metal detecters and bomb-sniffing dogs at each of the park's entrances.
