May be so, but a well educated person can totally avoid (except in jokes with friends) this behaviour all together and still get their msg. across.

Four letter word doesn't have a long lasting effect.

It's not only for those ^ people. The "shock value" that the F word carries makes it more worthy of conveying certain messages across with great effect. We have one example right in this thread*, the more people oppose the use of this word, the more "shock value" it has for these people and certain messages can be delivered very effectively to these people using the F word.
There have been some good researches done on this topic and now quite a few public speakers and other public figures use these kind of supposedly offiensive words in a "positive" way.
