homosexuality is a lifestyle, it is actions and thoughts. it is not allowed under any circumstances whatsoever.
hetereosexual fornication is a sin yet it is allowed under certain conditions (marriage)
if it's just thoughts then neither is a sin until those thoughts are acted upon.

If they have committed the act then punishment is most likely to be the same for all fornication, as far as I understand, but may be the person doing the whipping might hit harder ... another bad joke!

Just to clarify:
Fornication means illegal copulation
Copulation is the technical word I think you may be mistaking fornication with.
Adultery is when either or both of the people involved in copulation are married to people outside that physical act.
Fornication is only when two unmarried people have copulated.
The verses given by kali billi are clear in that :
Illegal sex is bad enough but to engage in unnatural sex is twisted. So from nature people may observe that open heterosexual copulation is normal, but only those animals that engage in homosexual copulation are considered the worst examples such as pigs, dogs and monkeys.
It is of course clear that homosexual interaction is an abomination greater than illegal heterosexual interaction, but as far as punishment is concerned I think it is the same or similar. Perhaps some nice person can clarify this.
